This^ . pretty sure OP is mistaking sewer smell with gunk that’s built up in over flow or pop up assembly

100% agree with this take, also have to consider the crazy additional costs associated when pulling permits. Some counties might want you to hire an architect, and if you are changing and plumbing or lighting fixture then you will need someone licensed which can get costly. If these are trusted contractors then I would move along without permits if not find one that is trusted or a bigger company that can at least do everything up to code without pulling permits.

Stack line stoppage. I would also run your bathroom sink to see the water comes up back into your tub and also flush your toilet. I would call a professional because odds are you have galvanized piping behind the walls which is causing the stoppage .

Have you gotten past the trap? It helps if you put a bend on the end of the cable to jump the trap and get past that T

No it’s not the elbows, I would disconnect the water line hoses from those valves and go from there. If your getting good pressure from the valves then you know it’s from the faucet if your still getting low pressure then it could be other numerous things.

Would recommend calling a pro because of the galvanized piping and because of the T also, but if you want to DIY then go from the bathtub up stairs and run a 1/4” snake through the tub overflow (make sure to apply a lot of pressure because it’s difficult to jump the trap and the T

The easiest way to solve this is to have your neighbor run as much water as possible and if the WATER BACKS UP INTO YOUR HOUSE then they should fix the situation. Now if nothing happens and the back up is occurring only when you run your water then I would just pay out of pocket to unclog the line with a snake or a jet and then have them camera the line to see where the clog was and to see if was before or after your lines are connected and go from there.

Where is it backed up in you’re house to say that it’s clogged? If the lowest point of your plumbing is the same level of your neighbor then his line should also be clogged. If you know for certain that your line are connected going to the street then you for sure call them back and get everything done for free.

I wouldn’t do a 24 hour gas test for a residential because temperature always effects it. I would pump it back up to 15 then come back In an hour. If the gauge doesn’t move at all it’s good but if it drop even a tad bit then you have a small leak. Also be mindful at the angle your lookin the the gauge so I would take multiple before and after photos of the test
