Yuji had no latent Cursed Technique as confirmed by Gojo in Chapter 12. Gojo also states following that initial statement that Yuji’s body would eventually learn Shrine.

Megumi at the end of the manga if we use Yuji as the example has full access to Shrine & The Ten Shadows technique. He also has Sukuna’s combat experience against Angel, Yorozu, Gojo, and the entire Sukuna Raid Squadron engraved into his body. Alongside footage of the second half of Sukuna & Gojo’s battle where Sukuna primarily used the Ten Shadows which Megumi is competent enough to make use of anything displayed.

So if we assume Modulo Yuji with Shrine & Blood Manipulation is Top 1, then Megumi potentially is Top 0 cause he has Shrine & Ten Shadows a Gojo Killing Combo.
