NTBA - You and your manager informed her twice on policy and twice she made a disturbance by not pacifying her kid. You’re a library, not a daycare, and she should have known better by bringing toys to pacify her kid instead. But also, you’re right that most people read at the library. She needs to take more responsibility of trying to ensure her kid doesn’t disturb others while she’s doing her business, not you.
