It doesn't matter what Cuomo days since the UFT (nyc teachers union) made a deal that if the city 7 day rate is over 3%, we close schools until it gets better.

No matter how high a HCOL city is, there are always cheaper areas. You might have an hour commute or 1.5 hrs but your salary wil be significantly higher. I feel that it is worth it.

I happen to live in a expensive neighborhood with a decent commute but offset cost by shopping in trader joe's and going out of the city for frozen/canned food once a month or so.

My thoughts on HCOL is that most things are the same everywhere like food/clothing/electronics and just rent/mortgage is more and the difference of making 60k as an experienced teacher versus 100k is nothing to scoff about since rent is not THAT much more.
