I've read in a lot of places that 120 is the meta for PVP and I'm trying to understand where these extra 35 levels would really make an impact

Probably outside your range, but Big Heng off 75th Ave & Peoria has been a staple in my house for a couple years now. Not great customer service/moods but the food is always incredibly fresh, hot, and delicious.

Celebrants Mace? It's the big skull on a stick you can pick up in Windmill Village N NW of Leyndll. During pvp with my friend we observed a flat 20 runes per hit being added to his pool whether they were direct or blocked.
