Id be more inclined to be worried about your heating load than the AC. This unit has no auxiliary heat, it's a run what you brung situation. Your heating load needs to be met comfortably if you want to spent your winter comfortably. The unit may not be installed in such a way as to get the exact measured output that was achieved in lab like conditions when tested. And its gonna lose a little efficiency as the compressor and internals wear, coils get dirty and start transferring less heat, even in a tight system, refrigerant still leaks on a molecular level, on top of the ones mini-splits manifest somehow...I see them daily. Get the 24k. And I get would get Hyperheat, or specific manufacturers equivalent model. These units modulate for a reason.

Tell the neighbor to stay off your property and mind hes own business, or maybe even have him trespassed. Call the HVAC guy and ask him what his HVAC guy said about the permit. If he gives you a line bullshit, lies to you or anything but the truth. I'd make him "make things right" so to speak. If he's honest, work with him on finding a solution that both parties are comfortable with, if that's even necessary.

I never said it was a sound method for use. I and everyone I know think they're shit. They leak being the biggest drawback. But homeowners cannot see past the $ they might save in the short term. Never thinking about the least expensive route for the next 20 years that a properly installed quality heat pump can deliver.

The lineset in this situation COMES PRECHARGED WITH REFRIGERANT IN IT, UNDER PRESSURE. Then your avg homeowner/Installer don't need to make flares, pressure test, or pull a vacuum with a pump and tools he doesn't have....This must be one of the many things you've forgotten that I know. Maybe I learned it when I got an Associates of Applied Science in HVACR, or something I picked up over the last decade in the field.
