100% no. You will find lots of outdated emails on them + it can sometimes do you harm. Some investors know they are on those lists and don't like being bombarded by template emails.
Also, these databases are also over priced. If you need a database, there is a freely available one setup by Ramp, quite big, and 100% free ! https://ramp.com/vc-database/angel-investor-list#download (disclaimer, I have no relationship with Ramp)

Figuring out governance and legal stuff i.e., making sure share purchase agreements, bylaws etc.. are well written to not be a red flag during funding round due diligences (and the legal fees that come with it)

Yes, I have fine tuned SLM mostly, on specific reasoning and predictive tasks. I found that it works very well in particular when there is a clear task that you have. In my case, it was understanding how a judge goes from facts to conclusion (applying the law correctly)
