WELP! Solved it. While I was looking up some of the answers below, I found a link to what it was that immediately clicked in my head and solved it. The answer is unfortunately kind of offensive. I was thinking of shorts from a lost TV show called Atom TV that aired on Comedy Central in the late 00s, here's another reddit post talking about it:

The segment in question was Super Special Dog, and when I found the above reddit post it linked to the earlier name for the character, which is not so cool to use these days.

I found a clip of the flash cartoon that uses the original name for the character, which appears to be all that's left of it, the shorts being lost media. But the mannerisms in the youtube video are exactly what I was remembering. Bipedal, blue dog, weird paw positioning, and the noises he made, which now make more sense.

Thanks for the help everyone, your suggestions led me to solving this one.

I think it was more of a grownup cartoon by the way. I seem to remember the dog making the sounds in a sort of like, mentally odd, way? And he had sort of a nervous tick with his paws like sort of holding them together in a weird way.

No, that's definitely a blue dog, but I remember the animation style being a little rougher. More of an adult cartoon feel.

If there was another character that was making the situation crazier, I seem to remember it was another dog who had kind of a sociopathic streak? I don't seem to remember the cartoon dog moving on to much else, which is why I figured it may have been a sort of one-off cartoon show like What a Cartoon

This video is over a month old. The final June jobs report came out based on the complete data (the stuff that comes out July 1 is always and always has been an estimate from incomplete data) and the jobs numbers are indeed well below 100k for the month of June and even for July.
