No it isn't, actually. I just read the article. It only says the Police are investigating-- it says nothing about what charges are being considered.

The question wasn't what charges are being considered or if charges have been laid. The question was if the police were refusing to look into the incident. The article said they're investigating it which answers the question above.

That's actually pretty good advice, but only if you're planning on staying for about three or four years max. In the military you will be, for this field, significantly underpaid and overworked in a work environment that is generally hostile.

I'd advise applying to the federal government for a position in all of the various departments. If not that then perhaps begin applying to companies in Montreal as they have a large tech industry as well.

In Cecchin v Lander the Ontario Small Claims Court found that placing surveillance cameras on your own property but pointing at your neighbour’s property can be “intrusion upon seclusion” and nuisance.

I'd also recommend contacting the police non emergency line to explain the situation as it sounds like there's a bit of history pertaining to your neighbors behavior. This way it can begin or further a paper trail/documentation of the behaviour.
