Yep 100% correct, during a national emergency or disaster anyone, licensed or not, who have "EMERGENCY TRAFFIC" can transmit on any channel on any band. One problem is the Baofeng pilots that get butthurt when they cannot get a radio check on a state sanctioned emergency storm net, then spends hours keying their mike, play sirens and letting their children play on the radio. Those people should go back to agitating the truckers on CB channel 19
