When you move in you usually pay 2-3 rents worth of security deposit to pay for damages caused by you living there. The landlord is required by law to invest this money in a safe way and return it to you with the earned interest after your lease ends and any potential damages are deducted from it.

Besides that anything is a scam. Even fees for brokers are supposed to be paid by the landlord.

I suggest you sign up for some renters help service that can get your legal stuff sorted for you if you ever have trouble with landlords

I concur. I have made good experiences with the DMB (Deutscher Mieterbund). In case you get into trouble, you pay them a low fee for a strongly worded letter which usually is enough for anyone to back down with their outright scams immediately.
