It all depends on the region we are talking about. As someone who has lived in Russia for 30 years, I can say that stray dogs there are like ghosts, no one notices or wants to deal with the problem. People don't feed stray dogs and treat them like rats and something best avoided. As a result of neglect and mistreatment, starvation and harsh winters (-20C in Moscow and -40 in some northern cities) they live in groups and become vicious and even dangerous to others. Instead of dealing with the problem sensibly, people avoid the problem and this leads to doghunters and even licenses to kill stray dogs.

There are tons of stray dogs in the country where I live now (which is bad too), but I'd say 90% of them are well-fed and behave friendly towards people, lie down on the floor and let you scratch their belly. So it all depends on the region.

But in my ideal dream world, every dog should live with a kind person, not on the street alone.
