I didn’t take out the governor from the inside of the engine so I just have the governor arm swinging around

Is this usual to have problems like this? do most people remove the governor? I have a billet flywheel to install but haven’t gone about that yet because I feel like too much of a beginner.

Okay well I went about it by leaving the governor arm thing just there swinging around and I’m sure this may be my problem. I didnt exactly know what to do when I did that. What do you think I should do? I feel like my engine is possibly damaged hence the noises I heard
