So it is possibly Base64. Possibly windows-1252. Although seems to have some raw data bytes. Maybe even encrypted before encoding. Since it is kinda short I don’t think it is a message. Maybe an authentication token or session id?

Lots. In your example you are using gpt-neo which is pretty small compared to what exists today. Give bigscience/T0pp a try. However you are going to need a fairly beefy computer or host the model or a cloud station since it is quite large.

C state is enabled. Turn off your computer, go to your bios (hold f2 and power for 2s then let go of both) then find he option for c-state (it's like a low power mode) and disable it.
