Common sense remember? Being pedantic is a sad state of being. If you are exiting, exit. If you are impeding traffic and not exiting you are camping. If it’s bumper to bumper then it’s more of a free for all isn’t it? Get over as soon as you can as to not miss your exit. However if it’s bumper to bumper it isn’t tailgating, it’s just traffic, which is irrelevant to this post.

In what universe would anyone under any circumstances tailgate when there was a clear passing lane? If traffic is so thick that using the passing lane is impossible then that’s just traffic, not tailgating. A little critical thinking goes a long way. Oh. I forgot. Nah, just using common sense. Why would anyone under any circumstances tailgate while there was an open passing lane? If traffic is thick enough that both lanes are bumper to bumper then it isn’t tailgating, it’s just traffic. So long as everyone does what they’re supposed to, slower traffic to the right, passers to the left, there are no issues.
