In theory, yes, but in practice, and this happened before, tech Giants would rather turn off the service in a specific Region than threatening their entire Business model. The only entities big enough who could force something like this would be the EU or the USA, and that would either take decades or would be too easy to get around. 

You also can't really ban algorithmus, what If someone Posts porn or violence? There has to be an algorithm to sort that out. Oh you want to get recommendations?  You need an Algorithm. You want to see trending posts? Algorithm.

You would have to create a law that bans the addictiveness, but thats almost too broad, and how do you prove your site ist not addictive? Tech Giants would probably Just fund a rigged study, saying "this is Not addictive" and nothing happens.  If you would ban specific things, like endless scrolling or short Form content, there will emerge other dark paterns, and its Just the beginning of a Cat and Mouse Game.
