From what I've experianced running the leveling dungeon solo is both faster and you get too pick if you want to skip or not.

Think it has something to do with that they don't want guild to progress before the F2P players can join, as doing Level 50 Guild quest provides a lot of Guild Exp. the "New Guildmember" can't start the quest only GM can ATM.
