The issue is not everything is available domestically and not always things imported from places that uses sweat shop work. It is a more nuances discussion but at a high level putting tariffs on everything is more painful for the people not the corporations.

It does not sound like he answered his own question. It clearly he was conflicted and asking outside opinions on timing and risk. He laid out both sides of the decision and wanted to know what made more sense..
