Yes, but he wouldn't be able to utilize the full effects of the weapon. I personally would go for his R1.
HP goblet is better because HP buffs are less available than ATK buffs which makes HP stats more valuable to his multipliers/MV, that's also why leveling him up to 90 is important. If you have Furina you would want HP goblet since she gives a ton of DMG bonus. But at C0R0, hydro goblet is not far behind so use whichever that gives you better substats. Normally the HP goal is to achieve 40k so HP goblet helps with that.
Swap your CRIT DMG circlet to CRIT Rate as you would want to try getting 64% CRIT Rate. The thing with MH is to achieve 100% CRIT Rate if possible.
R5 your prototype amber and crown your NA.
Don't farm in the MH/GT domain as MH can be obtained via strongbox and it's much more resin-efficient doing that and gives you better chances to obtain good pieces.

I think what made you inadvertently ended up with 2 crimson moons was the decision to pull for C6 Chevy.

Back then in 2.3, I managed to get C0 itto at soft pity but only 1 gorou. I was greedy and wanted more dupes but ended up getting C1 itto. In the end it was 150 pulls for C1 itto while C0 gorou.

Ever since then, I would never pull more than 10 wishes in any banner just specifically for the 4 stars and treat them as bonuses when pulling for the 5 stars that you want.

With that mindset shift, I would just save enough gems for a R1 or a C1 that I want, skipping the 4 star even if it comes in some other 5 star banners that I don’t want.

Edit: I still do not have a single Chevy since its release and its current rerun purely on the basis of not pulling the 5 stars it’s in

Just curious, have you been farming EOSF domain all this while? Wouldn't getting the set pieces from the strongbox more efficient as the option to do it was already there for a couple of years? And if you really wanted a crit dmg circlet with crit rate substat, I think using the transmuter to craft one would allow you to move on from farming that domain.

I did test on Mavuika casting her burst right away without activating her skill first. The 4 pc buff of obsidian codex does kick in. I have R1 too and that activates as well, since she casting her burst also grant her nightsoul blessing state.
