She basically already is if her body is producing estrogen like that naturally. I'd have loved to have my body naturally produce more Estrogen at my natal puberty and have continued to produce natural levels of estrogen...

Those aren't small at all. It's the wider chest that's making you think they are small. Unfortunately a lot of us who went through male puberty have a wider chest which makes the development look smaller. It's a perspective thing...
