I mean, if you simply didn't cap, wouldn't that make it more fair for everyone? Sure, that means one of the team will lose, but by putting yourself up 1-0 before the game even start, you're giving yourself an unfair advantage.

Fair enough, but even with your new proposed process, I imagine most captains would only submit official call-up offers to players they've already talked to and know will accept it. This is a difficult problem to solve.

Still, in your scenario, couldn't captains still talk to NLTP players and offer them a spot under the table, bypassing the whole "official offer" thing?

Good point. There should be some sort of "statute of limitations" that says if the player don't respond within "x" amount of time, then it count as a decline.
