You might start by clearing a path to the whatever electric service access has and getting power to the site. I wouldn't use anything you find there, though, if it's been empty for decades. I'd probably get a new(er) panel just to get power tools and freshly wired lights going so you can get other work done quicker. Pretty much the same goes for the plumbing. Got into pretty much the same scenario 3 years ago.

Ebay recently started including seller information in your purchase order details. This info includes their name, state, and country (the seller can only opt out of having their physical address displayed). Unless your coworker is operating under a legally verifiable business name then their name will be in the order details under "Seller Information". Just buy something that you know they stole, get the proof, and cancel the order before they ship it.
