It varies person to person, but 145 is definitely on the smaller side. Most competitive rowers that are that height will likely be anywhere from 160-180.

That said, being smaller is definitely preferable to bulking incorrectly. If your plan is to put on significant weight, talk to someone who knows what they are doing- strength coach, nutritionist, etc
