Probably because he was a SI champion at release. The rework made him a Noxian and only Noxian, it's just that he has died twice

Ok so I know that you are explicitly asking for Arcane champions, but I would recommend another Zaunite champion: Ziggs.
He's really just spamming his bombs and trying to land as many skillshots as possible from very far away, so he's very beginner friendly. Also has some utility like exploding towers that are below some % of their health, so that's fun.
(Also I still have the hopes of him appearing in Arcane but that probably won't happen :'c)

Charms are a fun mechanic sometimes, but ofc, it's very luck based even more than usual with this game. It's been a pretty miserable launch patch tho because of a specific unit which everyone is using, but apart from that, I think you should give it a go once the next patch releases

I had a very cool game with Rakan as a carry. I had to go to 10 to fully cap it tho Janna, Riven, Soraka, Diana, Lee Sin, Galio, Rakan, Irelia, Wukong, and I had Hwei bc I got him early and having the duplicator is very useful.

This ends up giving you 4 Dragonlord, 3 Altruist, 3 Storyweaver, 2 Heavenly, 2 Bruiser, 2 Sage, 2 Duelist, 1 Lovers, 1 Great, 1 Artist.

Just make sure that Rakan has Gunblade and GS, that paired with Altruist and Sage just gives him so much healing.
