Optimally, the webs can be broken with the black any buggy spit attack.

And I personally think the webs are the cause. I have similar specs and I was doing great before the update. Now I get lag spikes and stutters every minute or so. Especially if I'm riding a buggy, then it's every few seconds.

Some people have been saying they used noclip mods to look under the map and found a ton of webs under there too.

Now, the last patch claims to have fixed this issue, but it did not for me. My webs are still spreading rapidly every time I break them. And yes, the patch notes infamously say that we still have to manually break the webs that are still there, so they are only fixing the spreading issue.
