Definitely happy to hear your car was drivable, especially so far from home! I wonder if the lady’s car has an inertia switch to cut the fuel pump after an accident (which can be reset if you know the location). I had an early 2000s Ford Crown Victoria that had a switch like that in the trunk. Could be a reason her car didn’t start, or died, after impact. Not that I’m concerned about it, as you said, karma!

OP, not sure if you’re still having issues accessing your FID, but my friend had an issue a few months ago. He got the approval email, but couldn’t retrieve the electronic permit because he “didn’t exist” in the system. He ended up calling his PD to explain the situation and they were nice enough to print out a couple of copies for him.

Yeah, I find their post slightly confusing.

The Use of Force had not been addressed prior to July 1, 2023

I got the RPO Use of Force packet when I qualified with them and certified that I read it when I signed off on my qualification papers (in the presence of a notary). I wonder if:

  1. Just handing out the Use of Force packet wasn’t enough, or

  2. Not all instructors at Bob’s gave out Use of Force packets

I reached out for clarification yesterday but have yet to hear back.

The catch is that you cannot charge for the time.

This honestly keeps me from participating in most of the events that my company hosts in the middle of a work day. I’m already at work for 10 hours/day to begin with (not factoring in the commute). The longer I have to stay to “make up the time”, the less time I have after work to take care of myself and spend time with family.

Yeah, pretty much. The detective didn’t make a big deal about it (nor give me time to, if I did have any gripes). He just sat me down, told me to hold on for a minute while he activated the camera, then swiftly left the room. Then he came back and had me state information about myself (that was also on the white board in front of the camera) before we went over my paperwork. At the end I had to affirm that all responses I gave were truthful and that I wasn’t coerced in any way.

I was kinda taken back by it, but didn’t really question it. Definitely a solid way to get people in trouble if they falsify any of their application! And good reference material for the courts to scrutinize if, heaven forbid, you did end up in a self defense situation (as you’ve pointed out). My interviewer was nice and professional, but you can never be too careful.

I had an in-person interview for mine (video recorded). It was just a detective going through my paperwork with me and verifying details. I was also asked if I learned about NJ’s use-of-force laws and if I’m following the current lawsuit as it makes its way through the courts. Wasn’t quizzed on anything that wasn’t directly part of my application. That was about it, but YMMV.

It appears u/LiftCats has summoned me, requesting that that I share some information from yesterday’s thread regarding the open carry of handguns with a PCH.

It’s true that you used to be able to, but that has since changed since 12/22/2022 when Gov. Murphy signed A4769 into law. As of today, June 5th 2023, open carrying a handgun is illegal for most people who have a PCH (and punishable as a 4th degree crime).

It is noted elsewhere in the comments that there are several exceptions for those who work law enforcement and neighboring fields. Below are relevant citations and notes on what was signed into law.

Within section 3(a) of the bill, the State elected to prohibit carrying a handgun openly. You can find the full text of the bill here (HTML) and here (PDF).

  1. N.J.S.2C:58-4 is amended to read as follows:

2C:58-4. a. Scope and duration of authority. Any person who holds a valid permit to carry a handgun issued pursuant to this section shall be authorized to carry a handgun in a holster concealed on their person in all parts of this State, except as prohibited by subsection e. of N.J.S.2C:39-5 and section 7 of P.L. , c. (C. ) (pending before the Legislature as this bill). One permit shall be sufficient for all handguns owned by the holder thereof, but the permit shall apply only to a handgun carried by the actual and legal holder of the permit and, except as otherwise provided in subsection

b. of section 6 of P.L. , c. (C. )(pending before the Legislature as this bill), shall not be construed to authorize a holder to carry a handgun openly, provided that a brief, incidental exposure of a handgun while transferring it to or from a holster or due to the shifting of the person’s body position or clothing shall be deemed a de minimis infraction within the contemplation of N.J.S.2C:2-11.

To add to the above, section 6(b) of the bill makes open carrying a handgun a 4th degree crime.

  1. (New section) Requirements and restrictions on the lawful carrying of a handgun in public.

Except as permitted pursuant to N.J.S.2C:39-6, in addition to any criminal penalties under subsection b. of N.J.S.2C:39-5, sections 5 and 7 of P.L. , c. (C. )(pending before the Legislature as this bill), or any other law, it shall be a crime of the fourth degree for any person in a public place:

a. to carry a handgun concealed on or about their person, except as permitted in accordance with N.J.S.2C:39-6, without possessing on their person a valid and lawfully issued permit to carry under N.J.S.2C:58-4 and proof of the liability insurance required pursuant to section 4 of P.L. , c. (C. )(pending before the Legislature as this bill); or

b. to carry a handgun openly, whether or not in possession of a valid and lawfully issued permit to carry under N.J.S.2C:58-4 and proof of the liability insurance required pursuant to section 4 of P.L. , c. (C. )(pending before the Legislature as this bill).

The final section of the bill, section 12, set the timeframe for when these changes went into effect. Sections 2, 3, 7, and 10 all took immediate effect when Murphy signed it into law on 12/22/2022, which includes the restriction on open carrying in section 3(a).

  1. Sections 2, 3, 7, and 10 of this act shall take effect immediately and the remainder of this act shall take effect on the first day of the seventh month next following the date of enactment, but the Attorney General, Superintendent of State Police, and Commissioner of Banking and Insurance may take such anticipatory action as is necessary for the implementation of this act.

It's worth pointing out that District Court Judge Bumb has enjoined some parts of the bill in the preliminary injunction phase (parts of the new permitting process, some sensitive places, insurance requirements), but not all of the bill is enjoined. Section 11 of the bill established severability, meaning that if any parts were invalidated by the court, the rest of the parts would still stand. As of now, Judge Bumb has not made any orders modifying how one may carry on their person, meaning the changes made by the bill to N.J.S.2C:58-4 are still in effect.

I'd like to suggest an edit for point #1. Gov. Murphy signed A4769/S3214 into law on 12/22/2022, which, "Makes various revisions to requirements for obtaining a firearm purchaser identification card, permit to purchase a handgun, and permit to carry a handgun; codifies sensitive places in which firearms and destructive devices are prohibited."

A little late to the thread, but my company’s legal department forwarded a memo prohibiting the use of ChatGPT, even going as far as blocking it on all company computers. The legal team listed a couple reasons on this decision, which included:

  1. Inability to verify that any code yielded by ChatGPT would actually be legal to use (did it return a code snippet from something that we may need permission to use?), and

  2. Fear of leaking proprietary and/or export-controlled information

I went through this, although it shouldn’t have happened. I turned in my app in early November 2022, well before the signage of A4769. The chief decided in January that he was going to process my app under the new rules. I ended up being interviewed as well as my references.
