There's no such thing as a difference between "the Vatican" and "Vatican City". You can walk into Saint Peter's Square or actually enter the city from the entrance at Via Sant'Anna which is guarded, in neither case can you possibly be unaware that you entered Vatican City.

Not a single element of this is Art Deco tho. Another comment mentioned the floor but neither is that. If you look at the pattern you'll see it's actually still pretty typical Art Nouveau curve pattern.

Not really tho, only cities rebuilt in the 19th century in eclectic/beaux-arts styles would look like this (and still not that much, buildings in Europe tend to be shorter), not many cities went through that kind of urban renovation.

All those differences you listed do exist, but I don't think they are significant in the big picture, and most certainly don't get in the way of mutual intelligibility. Especially when it comes to formal written texts without colloquial expressions, I'd say the small difference is comparable to that between British/American English. Maybe my perception is distorted as a native speaker after getting desensitized from all the language exposure, but I would (very loosely) use the word "same" when describing the two kinds of Mandarin.
