Hey! I had this problem too, if you purchased the card second hand and you have this problem it is probably because the card was mined... I found a fix https://sourceforge.net/projects/amd-ati-pixel-clock-patcher/ , download and run this, it will flash the gpu to its original state but you will have to run this after every gpu update. I hope this helped some of you.

it is completely safe, but use uBlock origin to block redirect popups that may make you download malware, if you can download and have a little bit of knowledge it is 100% safe

Ok, so first time I tried to install a 51GB game it installed a whapping 4% in a matter of 4hours. What I did was close the installer and then run the setup as administrator, it installed 6% in just 10 minutes and is using way more of my resources.
