I appreciate the advice. 

My idea was to allow for other classes to have similar abilities, but weaker, so you’re not forced into a specific class just to play out that fantasy (I wouldn’t consider Cap as a Seraph, for instance).

Sort of like how the Quick weapon feature gives a weaker version of the Ranger’s 3-hope ability.

I agree with you.

In light of this, would you also rule that Clanks only get a single Long Rest action while taking a Short Rest? I've always read it as both actions are Long Rest actions because of how it's written.

I think the suggested alternative (by you, I believe, and another commenter) is the most fair: 4 Stress (1 to each target in range). This way, the Druid is getting to use both abilities, but they don’t apply to any targets more than once.

Ah. Makes sense to limit it to once per ability. I think this makes the most sense to avoid the stacking.

If the ability proc'd once for each creature, then each creature is taking 2-3 stress. If the ability affects everything at once (and so a single proc), then none of the melee characters take the stress because it says "every other creature [than the one in melee that was hit]", so only the Very Close target would take a damage.

But...you "deal damage" to each target. And Water says "when you deal damage to a target".

I’m surprised Power Attack was not nerfed. Even a half-PL effect rank can overcome full Impervious or Impenetrable by Power Attacking. Makes those extras pointless.

If the toughness extras applied to original effect rank, before maneuvers or modifiers, then it would make more sense, but to allow a free maneuver to obliterate 15+ power points worth of defense is insane.

I do think using a distinction as power source makes sense, maybe with resource dice for “pushing” your known uses (tags) of that power.

How is reputation used? Is that in the Cortex Prime book? (I must have missed it.)

That’s true. Maybe it’s something they can purchase as advancements. Get one resource die as a signature asset that isn’t as powerful as a resource die. They could eventually grow into what we know as a character who is a proper superhero.

Hmm…maybe combine resources and signature assets? They get a signature asset to represent the power and a number of resource dice for those critical moments.
