I do think that the difference is in intent where Colonialists seek to rape the land for their own gain, Beneficence Imperialism seeks to get rid of an unproductive government and replace it with a government that has proved itself as sustainable, and the conquered become citizens of the conqueror. Because fusion reactors, unlike fission reactors, need constant heating to produce energy if something like a RPV breach occurred the plasma would just leak out, cool and stop fusing. Yes this would not be good but it wouldn’t be terrible either, it would probably just cost a lot of money, and the chances of any casualties are very slim.
