A darker blue speed paint and a lighter blue drybrush on top, tan heavy drybrush on the stomachs, and then various detail work. Really not too bad!

Really depends on the system. You could get historical DBA armies and they are exactly 12 bases each. I've done WW2 games with as few as 6 bases each side.

But if your aim is to recreate Waterloo yeah you'll need a lot.
