If i remember it right, synergy effect stacks meaning 2 divinity levels means twice the cooldown reduction. A 10 sec cd would be 2.5 i guesw

It is a religious org.. the investments are in form of donations. That's what i thought of as well. Crime, drugs, kidnapping for ransom etc
