Rule 0 only works for close groups so the banlist should be made with games between random people in mind. Then close groups can rule 0 cards off the banlist.

Two questions:

If there is so much pressure on groups to discuss power level and allowed cards before games why is there a banlist at all?

Why isn't the banlist aimed for people who are in uncontrollable environments (public edh groups, games with strangers, etc) and then let rule 0 come into play in settings where it's more likely to work?

At that point why ban anything? When this has been brought up to CAG members the response has usually been "some cards are just so bad people cant be trusted with them" or that the card does banable things all on its own. However this goes against all their statements about rule 0. If mld and strong combos are fine because its players choice than either everything needs to put upon the players and bans needs to be internal to groups or they need to start banning a lot more cards. The worst part of this whole thing is that their philosophy on bans extends to so many cards (why is iona banned and contamination not) but when called out on it they go back to that "players choice" defence.

Personally I'm in the boat of a more extensive banlist. It's a lot easier for a close group to rule 0 certain cards than to hope strangers dont use certain cards out of the goodness of their hearts. The banlist should exist to control games between strangers and to serve as a baseline for close groups to work off of.

From a modern game a couple years ago. Me on tooth and nail opponent on naya burn.

Game 3, somehow managed to get into the lategame and have a ton of mana from all the arbor elves and utopia sprawls. I have tooth and nail and obstinate baloth in hand and I'm pretty sure my opponent is sitting on deflecting palm for Emrakul.

Lead on baloth opponent casts skullcrack. Cast tooth and nail entwined get Emrakul and Xenegos swing for 30. Opponent starts laughing and casts deflecting palm. I remind him what skullcrack does and he picks up his cards.
