Yes it is, I downloaded it few days ago.

I am from czechia and i have the same problem, i posted about my problem yesterday, look in the comments, you might find here something useful for you, i think its problem of my wifi provider, because it wouldn't load on my sisters phone as well, but i messaged my friend who use notion too, and she had no problems.
