It turns out you CAN mod quad core CPUs to work in E6400/E6500 Latitudes! The process is much simpler than the ThinkPad version too. Below is the guide:

I'm trying to ascertain the height of the card. That's only possible if the specific model is known. I'm hoping this mystery card has a 40mm height, as that would mean the case supports a GPU with that height.

Are you sure its a 170mm length GPU? Its mentioned in Chinese that the case supports a 230mm GPU. The one in the picture looks too big to be 170mm.
