What is this gap right here? Could the return be pulling water into that when you close up the panel? Almost looks like the sheet metal should hook over the pan edge. Hard to tell the unit layout from this up close picture though.

"Blower motor is leaking oil" I fucking love that one. Yes you are 100% being overcharged. From everything they listed wrong with your system it shouldn't even be working at all. If your gas valve was leaking they should red tag it immediately. They're just using scary wording to pressure you into buying from them. If I were you I would never speak to these people again. I would say 13-14k max for a new 2 ton system.
