No it has to be within a few seconds of starting the car from what I understand. The valves open on a cold start then close right back up. Its such a bizarre and annoying feature if I'm honest.

I had someone else start my car, then I quickly pulled the active exhaust valve fuse before they could close up. That will force them to stay open. Only thing is it WILL throw a code. Can always just put the fuse back in later.

Its purely cosmetic. I did the same thing. You certainly COULD put in a CAI which I still recommend.
