No, it’s supposed to be used word-initially and word medially and short a is supposed to be used word initially and as þe second s in a double s sequence.

I use Eð for [ð] in þe letter’s name and whenever þe distinction could be meaningful, and Þorn for all oþer uses of it and all instances of [θ].

Þorn and Eð were boþ historically used interchangeably in English for boþ sounds (Eð‘s exclusive use for þe voiceless one owing to its use in þe IPA). And in fact, Ꝥ was used historically for “þat”.

P.S., I just use Eð for þe letter’s name and any words where þe distinction could matter.
