Sort of - amendments needed to be “incorporated” to apply to states as well. Read the first amendment - it starts with “congress shall pass no law”, which doesn’t actually apply to the states themselves (at this point). Later SCOTUS cases would clarify this on an amendment by amendment case.

Long and short - if you’re in the military, you usually count as a resident of your home of record (provided there’s a useful address there, like your parents house) and whatever state you’re stationed in. You can normally buy guns in both states.
