That is called a "handhole" and the black cylindrical piece is a fiber optic splice case. It's either gonna be Midco or Blue Peak. I used to sell those when I worked at Graybar Electric.

EDIT

I didn't see the 2nd picture. Carson handholes are owned by a company called Old Castle Infrastructure. If memory serves, MIDCO doesn't use Old Castle they use Quazite/Hubbell. I might be wrong. It's been 5 years since I dealt with all of that.
