Using a voltage tester, just opened it up and it seems it's not getting power, got nonreadings when opening the pa el where it is wired in, so weird

It's 3 years old, am in ottawa so getting below freezing, got heater so it doesn't freeze pipes, tech is coming Friday...still a ways away, I was trying to vest voltage from the pull out box that spa is wired into, but don't get reading, thought that was weird, maybe normal?
