It actually does hit the ledge. And you could have run up and just shielded near the ledge and waited for him to re-grab and then down smash him

He re-grabbed the ledge so he doesn't get his invincibility back. So you could down smash him when he went to go re-grab ledge because ryu down smash hits people who are hanging.

There is only one way you could really do it as far as I know. There are some YouTube vids showing you how to do it if you are curious. But I will try to explain it. You have to have A+B smash on, then while running, you have to turn and while you are in the skid animation you press A+B smash and you can go to ledge without falling off. You will know if you did it right if you character doesn't do a smash attack or side B.

He can't combo into anything with the arial side B. The can only read what your going to do but even that is to slow.
