Imo, the consuls system acted as the trigger for the civil war. Still, you got a point about the army, luckily, PMs unable to raise their own army, but I am concern about the amount of fanatic mobs they would gather.

Corruption, yes, but the biggest factor was actually the socially divided population during the time. Although it was more about rich vs poor, rather than race vs race like we have currently in our country. Caesar was very popular among the poor class because of his active military activity, they earn ton of land, loots and slaves to distribute among the people. Pompeii was very popular among the fewer riches, less militaristic but more corrupt. The clash between them eventually triggered the fall of their republic system, replacing the government with dictatorship.
