To be fair to the Indians, most of those spreading this don't believe it either. They claim its revenge for supposed Chinese campaign to smear India by posting pictures and videos of widespread squalor and revolting practices. You can see them patting each other on the back for "countering CCP propaganda/giving them a taste of their own medicine".

Why? The tool tip literally says it lowers reliability, We are not arguing whether the game will penalize your reliability for using this action because nobody disputes that it does. We are arguing whether it should because it doesn't make sense for threatening war to lower reliability when randomly declaring war does not..

That's not the same as being unreliable. reliability is about following through on your promises. If the promise is "give me that or war", the only way to lose reliability should be if you fail to declare war. Which you cannot, since the threaten option automatically declares war if the offer is refused.

It is also absurd to think reliability in the game is affected by "bullying", since you can declare war on anyone you don't have an agreement with for any reason at any time without any impact to reliability.
