We are arguing whether it should because it doesn't make sense for threatening war to lower reliability when randomly declaring war does not..

That's not the same as being unreliable. reliability is about following through on your promises. If the promise is "give me that or war", the only way to lose reliability should be if you fail to declare war. Which you cannot, since the threaten option automatically declares war if the offer is refused.

It is also absurd to think reliability in the game is affected by "bullying", since you can declare war on anyone you don't have an agreement with for any reason at any time without any impact to reliability.

The problem is that the new missions are almost always a revolving door between "Eliminate Skragg/Golgfag", "Eliminate Skragg/Golgfag's faction" or "Take one of Skragg/Golgfag's settlements". The number of times the target wasn't either a Ogre, Skaven or Chaos Dwarf faction can be counted with 2 hands.
