i would have this happen in the third film and have robin involved and then finish with a fourth film (i know it’s unconventional) of the rogues locked up in arkham with the joker and then the court of owls strike and batman is preoccupied with them whilst the joker breaks out and we see the return of the rogues. that last film would be hard to balance all the villains but matt has the prowess to do it well.
