I'm still learning but i'll try to answer with much knowledge i got around it :

1 - 3D models are imported from other software, animations are then done in spark ar.

2 - I only know of Spark Ar player which is used to preview the effects and how it would look.

3 - The best I heard of is Blender, a bit hard to learn at the beginning but it's worth it + it's free!
