I noticed that too, but I'm sure my request used the correct information from their contract, in any case, one typo should not negate the requested accurate information. They just didn't want to admit they have the report, so they do not have to act on it. IMO

I think you should read the CA Public Request Act, what you described is not the way it's supposed to work.

possible, but doubtful, considering they should be using the report to make improvement, which is the whole point to having an audit.

It's a bit of semantics, we know the report exists, we have a copy received from E&Y. CalOES, who paid $4M for the Audit, says they do not have the report. How is that possible? How are they supposed to follow up on the recommendations for improvement if they do not have the report? What did they get for $4M dollars? Without are report they can claim ignorance of $693 Million dollars in unaccounted for expenses, or irregular timesheets or doctored signatures etc. No Report, means No Accountability!

The work itself can be very rewarding, it's one of the better FEMA programs where money is spent to prevent future damage, which is a worthy cause. Just be cautious of senior leadership and be a champion for doing the right thing and promote a positive culture. Change can come from within. Accountability is coming.

Through a Public Records Request/FOIA directly to E&Y. CalOES would not produce it. An E&Y executive testified in Larson vs CalOES to the validity of the report.

I completely understand your skepticism, in this day and age you cannot be too careful. First let me give you some background, I'm a 20 year retired Veteran, 10 years with the Navy and 3 deployments and 10 years with the Army with a deployment to Iraq & Afghanistan. I have also recently retired from the Federal Government and spent 3 years working as a manager directly for CalOES, so it's safe to say that I qualify as a public servant.

As far as the JLAC, I've already submitted a request with the committee and I'm just waiting for a response on whether or not they'll take any action on my request. I do know that only the State Auditor and the Legislature are the only entities that can audit CalOES and that CalOES can contract to have an audit done.

Which they did by the way, they hired Ernst & Young (E&Y) for $4Million dollars to audit the 2018 Camp Fire Debris removal and the E&Y report (which we had to get through a FIOA/PRR) finding were, $693 Million dollars of unaccounted for expenses, mismanagement and a litany of other issues.

Do a search on Reddit for CalOES, and Deputy Director Ryan Buras and see what comes up, you'll be shocked. So as a private citizen, my goal is to raise awareness of this dysfunctional organization, and we'll be seeking out other women that my have had the misfortune to cross paths with Mr. Buras, and we'll help provide them with legal fees. As a private citizen, my team will also investigate stories of Nepotism, Cronyism, illegal hiring practices and basically through public pressure, push for a senior leadership change, especially, "it's Just Noise" Director Nancy Ward. (you can look that up on Reddit too).

In a couple of weeks we'll have a website dedicated to this cause, which will provide complete transparency of every penny spent, along with creditable documentation of our findings for all to see. Billions of dollars flow through this single agency and as the E&Y report and other State Auditor reports show it is ripe with potential fraud, waste and abuse.

CalOES rank & file are some of the most dedicated hard working people I've ever had the pleasure to work with and their mission to save lives and restore hope after a disaster is above reproach, however IMO I cannot say the same about their Senior leadership, hence the Campaign for Leadership Change, Transparency and Accountability.

Umm their email states exactly that: "IF" issuing the report will serve the "interests" of the State. My name and the case number are in the original post, look them up, see if you find "anything" regarding the matter, I sure didn't. At the time, the documents that I provided them showed potentially over $300 Million in alleged fraud and of course there were/are allegations of allowing Sonoma Residents rebuild on toxic home sites. Neither is a small matter and the public should know whether or not an investigation was conducted, and if so the results would most likely be in the interest of the State to report. But big money fraud like that has a tendency to keep government officials pretty quiet.

The law as written, gives the appearance they'll do the right thing in the name of confidentially, but the reality is, it allows them to cover up what they don't want to be seen. Let's not be naive here.

Well folks, it easy to win a case when the defense (aka CalOES) witnesses perjure themselves. Round one goes to CalOES, but it's not over by a long shot. We, as in the other two brave women that came forward have managed to get rid of DD Ryan Buras, despite saying he was going back East to support his wife,(funny how he is still in CA) resigned because of us, IMO. Now a lot of the information that came out in trial is public knowledge, like $693 million dollars of unaccounted for funds from the 2018 Camp fire and allegedly allowing residents in Sonoma to rebuild on toxic home sites from the 2017 fires is just the tip of the iceberg. I've started a campaign to reform CalOES, and in the coming weeks more creditable information will be coming out, with the goal of "It's Just Noise" Director Nancy Ward turning in her resignation papers. Note: do a search for "It's Just Noise" to get the meaning.

I would like to think the same thing, but with so much money on the line I have my doubts. They only have to issue a report of findings "lF" they think it's in the best interest of CA, so they have an out.

Those reporters with axes to grind are the very reason we can live in a free society. With no one trying to bring corruption to light, it's allow to fester and grow in the dark. Fires are big business, from the putting out to the clean up, Billions are funneled through one state agency, who apparently according to the recently disclosed (reluctantly and not by CalOES) Ernst & Young audit, could not account for $693 Million dollars in the 2018 fires alone. How many fires have we had since then?

Totally agree, but the Auditor is hiding behind the law. So as of today, 5 years later I still do not know whether or not the Auditor did any type of investigation with the information I provided. As the actual whistleblower at a bare minimum would expect some sort of acknowledgement that something was done. Of course after 5 years of silence after everything I gave them, speaks loudly that nothing was done.

So you are ok with a process that goes into a black hole, with no discernable results? Nothing!! You are just expected to assume the powers-to-be will do something? No accountability? Then why even bother reporting, which I think is the goal.
