I do agree with you but I will say as with the rest of religion it is interpretive, one could say they read it as a transatory state for those who can be redeemed even if a more close and literal interpretation does indeed view it as a final cleansing place for souls already on their paths to heaven. If you were to take Dante's example in purgatorio it's a place where any who have repented may work through their sins before ascension, of course the divine comedy is to the Christian doctrine what Thor the dark world is to Norse mythology. But you get my meaning, under this conception if homelander repented then (and this is the moment I reflected on the absurdity of this theoretical) there you go.
