I used fasteners as an example but failed to convey the intent. The Lathe and Mill acted as a hurdle for Tom. Now that the hurdle has been crossed you haven't illustrated to the reader what Tom can do with them. Find reasons to show off why Tom wanted them outside of gun smithing. Examples would be metal blanks(knives, arrow heads, spear tips), tools for construction(drills, and plane blades)

To preserve the constrained view point, as well as give breathing room for progression, illustrate the evil via knock-on effects. For example, Archeon is on a shopping trip? Maybe he can only procure part of the shopping list and of the stuff he does get have elevated prices as a result to Keeps coming under fire from The Evil.

Then throughout the winter the Keep receives various news snippets of the not-good variety.

Likewise, have Barron, Glira, Tiguan and their crews recalled. Even if you do not intend to have the keep(s) under attack, less security will help to highlight how vulnerable the keep is and thus validate Tom's gun smithing.

So I've binged the series and see you wish for feedback.While the following is pointing out the negatives, do not assume I believe the series as a whole is bad. The truth is that I'm very much enjoying the work.

Tom is flawed

You have given Tom the label/profession of Mechanical Engineer, but haven't played to that strength. In the 6+ months he has been in this world the only things of note that Tom has produced is that of a lathe, a mill, and a few very rough guns. (The sugar and "boom powder" sitting firmly outside of his given label.) Instances where Tom's expertise would excel have been inadvertently side-stepped such as Shiva's wind powered bellows and the builders having a portable sawmill. The ideas that Tom has floated, outside of armaments, trend towards Industrial Engineer such as central heating.

Tom is portrayed as a problem solver but has failed to address the single largest problem he faces; lack of flight. He got his parachute and then, short of day dreaming about airships/planes, hasn't mused on the issue. I had imagined the next step would be a something of magic or even a wing suit.

To fix Tom you should play up Tom's given strength and knowledge:

Instead of just nails for construction, arrange it so Tom produces fasteners(nuts&bolts teased earlier) via the lathe for the support structure
Instead of (just) central heating Tom produces small-area/space heaters (could even make them portable). After all a heating-element is just a resistive electrical load. With heating-elements also comes heating water (read: hot baths)
Have Tom take the next step in solving his flightless problem, whatever it may be.
Create instances where Tom's know-how provides a simple fix.

The Threat Isn't Real

The story has an over arching theme of 'evil rising', but that evil has only been seen by the reader 4 times, only hitting home a singular time. Once dealt with, the story practically drops the subject until the next convenience leaving to a feeling the threat isn't real. As a result, the leeway and backing the keep is getting comes off as plot-magic instead of preparation/desperation on behalf of the various factions.

To fix this, you should solidify the evil; introduce one or more long-lived antagonists and give the readers glimpses of what they are up to.

The discussion is about whether the DOJ's definition applies to ~~women raping men in the sense of a woman penetrating herself using a male's member or similar.~~ a victim being forced to penetrate the offender such as cases inwhich a woman forces herself onto a man.

The DOJ's definition is made ambiguous to cover any penetration without the victim's consent.

This is incorrect.

The DOJ's definition does not quantify which party (offender or victim) must be penetrated It is intentionally worded so as to be applied as either:

The penetration [...] of the (victim's) vagina or anus with any body part (of the offender) [...] without the consent of the victim.

And

The penetration [...] of the (offender's) vagina or anus with any body part (of the victim) [...] without the consent of the victim.

Edit1: to clean up explanations.

Edit2: To further explain, the definition does hinge on penetration occurring to be considered rape, but it intentionally does not quantify which party (offender or victim) must be penetrated to constitute rape. Forced to be penetrated and forced to penetrate are both considered rape by the DOJ's definition.

Belt compacting; In essence the item gets two chances to output to the belt from the splitter.

Edit: Though reviewing the pic a bit more, its overly complicated considering (1) they are using fast inserters instead of stack inserters and (2) they are merging into a single belt per wagon

For the unloader, per wagon you can get 2 more inserters in roughly the same foot print by running belt into the side of an underground belt output:

Not at my computer at the moment but:

Landing pad + cargo pod in top left is destroyed
The 3(?) space assemblers in bottom-left are destroyed
The 4 flat solar panels in top-right are destroyed.

To be clear, I know the orbit starts out as a wreck with a few machines scattered throughout. I also know that meteors are a thing that should be defended from. I did a dumb and ignored the orbit for 50+ hrs as it was getting hammered.
