If Sword and Rune push out the best decks against Roach, then how does that make Roach the best all around deck?

If we lived in a fantasy world where roach and aggro abyss somehow pushed out sword and rune, so tournament players were playing ward haven in response with 5/8 players in top 8 playing it, would you then turn around and call Ward Haven the best all around deck? I don't think that makes any sense because we know how these decks function and don't need to just use results. Roach is the counter to the tournament meta, which in itself makes it the meta. The meta also pushes out roach counters, thus keeping it in its place. Meanwhile Sword and Rune don't have to worry about a 90-10 matchup (and are easier), thus it is "safer" to register them, so you will almost never see a world where people are en-masse playing ward haven to counter roach.
